10 recommendations for the Engineers Syndicate Conference on Engineering Education

The conference came at a critical time when everyone sensed the extreme danger that surrounds the engineering profession and touches on the material, social and professional conditions of engineers

 

  The Syndicate confirms its commitment not to register graduates of engineering institutes that have not obtained a certificate of quality education and accreditation and to the decisions not to register graduates of engineering institutes and colleges who have obtained technical diplomas – three years without obtaining a high school equivalency certificate

 The conference recommends that the number of those accepted into engineering education should not exceed 22 thousand.. and that the minimum difference in the total admission between engineering colleges in government universities and others should not be less than 5%

 The necessity of reviewing the regulations for the number of credit hours to ensure that students receive basic engineering sciences in each specialization and re-include the study of engineering drawing and specialized drawing within the terms of the reference framework of the regulations

  Continuing coordination and cooperation with the Ministry of Higher Education and Scientific Research, the National Authority for Quality and Accreditation of Education, and the relevant authorities in order for the Syndicate to play its role in preserving and promoting the engineering profession.

 

Engineer Tarek El-Nabrawy, the Syndicate of Engineers, confirmed that the engineering education conference held by the Syndicate of Engineers recently came at a critical time when everyone sensed the extreme danger threatening the engineering profession and touching on the conditions of all engineers, financially, socially, and professionally.

 The Syndicate of Engineers said: "We have always called for and declared, and will continue to say: that engineering education is a national security file for Egypt, and everyone must realize this and deal with this principle."  

He added: "The interest in the engineering education file was never the result of a single union session, or because of a certain event, but rather it is the result of the awareness and efforts of generations of engineers aware of its danger. Since 2014, we have sought and knocked on all the doors of decision-makers, presented ideas, and made decisions in general assemblies."

 

The conference witnessed many discussions held over hours in which attendees exchanged studies and suggestions to advance the engineering profession and to reach the highest quality for the engineer, starting from receiving engineering sciences, passing through his graduation, and ending with practicing the profession. 

After studying all the submitted studies and the speech of Mr. Engineer, the Syndicate of Engineers, Mr. Dr. Minister of Higher Education, Mr. Dr. Minister of Water Resources and Irrigation, and the attendees, the conference ended  To 10 recommendations, including:

(1) Emphasizing the continued commitment of the Egyptian Engineers Syndicate to its decision to require the registration of graduates of engineering institutes and colleges who have obtained technical diplomas_three years_with the Engineers Syndicate by passing the tests required to equate the technical diploma with high school.

(2) Emphasizing the continued commitment of the Egyptian Engineers Syndicate to its decision not to register graduates of engineering institutes that have not obtained a certificate of quality education and accreditation in accordance with the requirements of the National Authority for Quality Education and Accreditation established by Law No. 82 of 2006 and in accordance with the commitment contained in the Egyptian Constitution.

(3) We recommend that the number of those accepted into engineering education, regardless of its institutions, should not exceed 22,000, according to studies conducted by the Syndicate, taking into account the proportionality of the number authorized for each institution, with the human and material capabilities and capacities of those engineering educational institutions, and according to the needs and requirements of the labor market in the country.

(4) We recommend the necessity of committing to not reducing the number of those accepted into engineering colleges at government universities This is within the recommended numbers, in order to achieve the principle of equal opportunities, as government universities and their prestigious history will always remain a safe haven for everyone. (5) We recommend that the minimum difference in the admission score between engineering colleges at government universities and other engineering educational institutions should not be less than 5%. (6) We recommend the necessity of studying the application of the entrance exam for registration in the Engineers Syndicate – Basics of Engineering Sciences – for all graduates of engineering education institutions in cooperation with all parties concerned with education.

(7) The Engineers Syndicate sees the necessity of adhering to the requirements for enrollment in engineering education and the extent of students’ ability and comprehension of engineering sciences, and therefore the necessity of the grades of those accepted into engineering education, regardless of its institutions, not being less than 80% in basic sciences (mathematics – physics – chemistry), and at least 70% in a foreign language.

(8) The Engineers Syndicate sees the necessity of reviewing the extent to which the reference framework applications are compatible with the different capabilities of each engineering educational institution, as engineering colleges at some government universities such as Cairo and Ain Shams cannot be compared to other colleges and institutes with limited capabilities.

(9) The Engineers Syndicate sees the necessity of reviewing the regulations for the number of credit hours to ensure that students receive basic engineering sciences in each specialization, with the necessity of re-including the study of engineering drawing and specialized drawing within the terms of the reference framework of the regulations.

(10) Continuing coordination and cooperation with the Ministry of Higher Education and Scientific Research, The National Authority for Education Quality and Accreditation, and all relevant authorities, in order for the Syndicate to play its role in preserving and promoting the engineering profession.
