It is worth noting that the National Human Development Project “Bidaya” carries the slogan “A New Beginning for Human Building”, and the Ministry of Health and Population announced its launch based on the directives of President Abdel Fattah El-Sisi, to implement various programs, activities and services that include all age groups and cover all governorates of the Republic.
The project, which is one of the President’s assignments to the new government represented by the Ministerial Group for Human Development, aims to achieve Egypt’s Vision 2030 and the government’s program for sustainable development in the fields of health, education, culture, sports and providing job opportunities, in an integrated manner between all state agencies and civil and private society with the aim of improving the quality of life of citizens in all governorates of the Republic with various services, activities and programs targeting all age groups from birth to after the age of 65.
Work was also coordinated between ministries and partner agencies, to unify efforts and benefit from the capabilities of community agencies in an integrated, participatory manner to ensure fair distribution and efficient provision of services and activities that directly target citizens, by taking advantage of available resources to maximize the benefit that accrues to the citizen and that he feels quickly, leading to the achievement of sustainable human development.
At the top of the project’s objectives are: enhancing human capabilities and skills, and developing government services in the fields of health, sports, education, culture and work, in a way that ensures achieving sustainable development and enhancing the role of the public and private sectors and civil society in providing services and achieving integration between them to create healthy, athletic generations that enjoy culture and are distinguished by preserving values, ethics and principles with the support of Al-Azhar, the Church and the Ministry of Endowments, and are capable of creativity, innovation and benefiting from modern technology and possessing the skills and competencies appropriate to the needs of the labor market.
The state is working through the project to develop and modernize the legislative structure through the Ministries of Justice, Parliamentary and Legal Affairs, and Political Communication, as well as ensuring social protection through the Ministry of Social Solidarity and local community development through the Ministries of Planning and Local Development.
The National Human Development Project includes many sub-initiatives, the most important of which are programs for children from the age of one day to 6 years, with the aim of developing children’s skills and encouraging them to be creative, taking care of their health and reducing child mortality rates up to the age of 28 days, and programs for the age group from 6 years to 18 years.
It also includes educational and training programs to improve their skills and prepare them healthily, educationally, culturally and physically for the labor market, and programs for adults from 18 to 65 years old and above, including training programs to raise capabilities and qualify for the labor market, as well as programs to support the elderly and community participation, within a framework of preserving the values, ethics and principles that represent the authentic Egyptian identity, so that the development axes in the project include education by developing educational curricula, providing advanced training programs for teachers, and enhancing the use of modern technology in education and health.
This is done by launching awareness campaigns, health programs and treatment convoys in the governorates to improve health services, sports by supporting sports activities and ensuring the availability of its mechanisms in all governorates of the Republic, culture and maximizing the role of cultural centers, theater and cinema, as well as employment by creating new job opportunities and programs to develop skills, in line with the needs of the labor market, in light of coordinated, integrated and overlapping mechanisms between ministries and partner agencies, with the presence of an advanced mechanism for central follow-up through a decentralized application of the national project in each governorate to ensure the achievement of the desired goals, and the benefit and satisfaction of all citizens.
