Catalan doctors will go on strike after not resolving the conflict with Salut

Three days of long negotiations have not been enough for the Catalan doctors they will come to a agreement with employers and the Ministry of Health. There will be strike at least this January 25 and 26, and will meet with the teachers of the public school, as well as with other more minority ones also in the field of health, such as that of nurses. Some 25,000 physicians of the public healthcare of Catalonia, both primary care centers (CAP) and hospitals, are called to mobilize. This is the second major Catalan public health strike in the last four years, since in 2018 they had already stopped the primary care physicians. After that strike, the CAP doctors had managed to set a maximum number of daily visits (28) and a mean time for each patient (12 minutes). And now, according to Metges de Catalunya (MC), the calling union, and Salut, one of the main pitfalls of the negotiation is, again, the Faculty’s agenda: the union chooses to set a daily number of visits, while the department advocates for “self-organization” from the doctor. This example illustrates how little, in some respects, the situation has changed from four years ago. On the other hand, the ‘conselleria’ accuses the union of having a retributive and non-assistance “red line”: doctors, according to Salut, claim the direct assignment of a salary supplement on payroll, something what should happen before a negotiating table.

It remains to be seen if Metges de Catalunya the days will also stop February 1, 2 and 3, as promised, or reach an agreement earlier that, although it has not yet occurred, It’s not that far from being formalized either. as the union itself has recognized these days during the negotiation. The union and Salut will meet again on Friday at 3:30 p.m. to continue negotiating. At the moment, MC has summoned the doctors at 10 a.m. this Wednesday in front of health department (Travessera de Les Corts, 131) and plan to go along the Gran Via de Carles III and the Rambla de Brasil until they reach the sants station, to “illustrate the brain drain”.

“We confirm that tomorrow and the day after tomorrow there will be a strike. The fundamental reasons can be summarized in two: one is the work overload and another, the Labor conditions, that they do not retain medical talent”, explained the general secretary of the union, Xavier Leonart, after seven in the evening, in the Ministry of Health, where the journalists had been waiting for hours.

Closer, but not close enough

According to Leonart, the “work overload” of the doctor makes it difficult for him to give an good quality of care the patient and leads many physicians to end up leaving the profession or the public system or suffering ‘burnout’. “While it is true that these days we have approached positions, We have not obtained a proposal from the “conselleria” that is cross enough and homogeneous to call off the call”, said the general secretary of MC.

The Union claims “concretions” What “put limits to the agendas” of the faculties. Salut advocates more for the self-organization of the doctor. “[Poner límites a las agendas] would generate more waiting lists, but it would give more comfort to colleagues and people would be better served,” has defended Lleonart. “They have offered us a plan that has no concreteness and that he is pending things like the approval of Budgets. They are proposals that they are good in the medium and long term, but that does not demobilize [una huelga]”, it is finished.

After Lleonart’s attention to the media, that of the deputy director of the Servei Català de la Salut (CatSalut), Alfredo Garcia, who has ensured that the “red line” of the union is “remunerative” and not assistance. “Request a direct assignment, from Salut, of a remuneration complement in the payroll. We cannot accept it because it goes against the norm. This should be channeled through the negotiating tables and this is the red line that has broken the negotiation”, said García, who has said that the breakdown of the negotiation has been a “surprise” for everyone, because “the dynamics of the negotiation were good”.In addition, the ‘conselleria’ has raised a working table to address the availability of professionals in the system, the availability of positions for doctors and specialists, training, schedules, the stabilization of professional positions or accessibility problems. “We were quite in agreement and we put a calendar”, said the deputy director of CatSalut.

Lastly, the nurses were the ones the week of mobilizations began this Tuesday of public health: some one thousand demonstrated today in Barcelona and walked along Via Laietana until they reached Parliament to demand better working conditions. However, this strike, which was not joined by the majority nursing union, Satse, had a residual follow-up
