The Egyptian Coalition for Human Rights issues an analytical paper on the details of the first phase of the parliamentary elections

Today Saturday, the Egyptian Coalition for Human Rights and Development issued a comprehensive analytical paper entitled “In the Direction of Participation: A Detailed Reading of the Details of the First Phase of the 2025 House of Representatives Elections,” prepared by Abdel Nasser Qandil, advisor to the coalition.

 

The paper studies and analyzes the organizational structure of the first phase of the elections, which includes (14) governorates of Upper Egypt and West Delta, Distributed among (70) electoral districts that include (5603) subcommittees, during which (1287) candidates compete for (143) seats in the individual system, in addition to (142) seats in the absolute closed list system.

 

The paper explains that the first stage of the electoral process represents a wide geographical scope extending from Giza in the north to Aswan and the Red Sea in the south, which requires high organizational readiness. From the National Elections Authority and auxiliary bodies to ensure efficient implementation, especially in light of the continued application of the “one judge for each box” rule. And the implementation of voting rounds over two consecutive days in each stage.

 

The paper also provides a digital and analytical reading of the trends in partisan and independent candidacy, the distribution of districts, and density rates within the different governorates, explaining that the first stage represents more than half of the subcommittees at the republic level (51.4%), and that the governorates of Giza, Beheira, Sohag, and Minya come at the forefront of the governorates in terms of the number of committees. And competitiveness.

 

Saeed Abdel Hafez, General Coordinator of the Egyptian Coalition for Human Rights and Development, confirmed that this paper comes within his research and documentation activities accompanying field follow-up operations, with the aim of enhancing transparency and analyzing the components of the electoral scene in a scientific manner that helps decision-makers, researchers, and media professionals understand the trends of the electoral process in Egypt for the year 2025.
