China has stated it will not participate in nuclear disarmament talks currently. This comes as the US-Russian New START treaty has expired. The treaty had limited the number of warheads deployed by both nations. Beijing maintains its nuclear capabilities are on a different scale. International efforts to include China in new talks have so far failed.
