Venezuela receives Russian “Pantsir-S1” air defense systems, and mystery surrounds who operates them

Arab Defense Website – November 6, 2025: A new report issued by “Militarny” magazine stated that Venezuela has deployed Russian-made “Pantsir-S1” short-range air defense systems.
However, questions still remain about who is operating these advanced systems: Are they Venezuelan personnel, or military experts sent from Russia or Iran?
The Pantsir-S1 system is known for its dual capability by combining surface-to-air missiles with 30 mm rapid-fire cannons, giving it an effective ability to combat low-flying aircraft, drones, and precision munitions. This system has been widely used in Syria, Libya, and Ukraine, where its performance has attracted much international interest and monitoring.
Analysts believe that although Venezuela has been a customer of Russian weapons for many years, it lacks the technical expertise necessary to operate and maintain such complex systems independently. This fuels speculation about the possible presence of Russian or Iranian experts inside the country, whether as trainers or direct operators, which may indicate the expansion of the military presence of Moscow and Tehran in Latin America.
This move is an important strengthening of Venezuela’s air defense capabilities, and may give Caracas an additional deterrent factor in light of rising regional tensions and tense relations with Western powers.
The Pantsir S-1 system combines short-range surface-to-air missiles and 30 mm automatic cannons, giving it a simultaneous ability to intercept and deal with air targets in moments of close combat. The range of its missiles basically ranges between 20 to 30 kilometers, depending on the version, with an interception ceiling of about 15 kilometers, while the automatic cannons provide a high density of fire to destroy targets that penetrate the missile layer or approach the protection site. The system relies on a multi-mission radar capable of detecting and tracking small-sized targets such as drones, cruise missiles, helicopters and low-flying attack aircraft, with the ability to track a number of targets simultaneously and fire on more than one target during the same engagement.
It has a high ability to operate in electronic warfare and jamming environments, and it can move from movement mode to combat mode within a short time without the need for complex preparations, which allows it to secure sensitive sites such as air bases, command centers, oil fields, and long-range defense systems such as the S-300 or S-400. Its design makes it suitable for dealing with surprise attacks from small suicide aircraft and tactical drones, as it is among the few systems that combine a guided missile and a fast gun within a single platform, creating two layers of short-range defense at once. The effectiveness of the system varies depending on the training of the crew and the way it is integrated into the comprehensive air defense network, as its true power appears when it is operated within a warning system, supporting radars, and central command, and not in isolated operations.
