Human Rights Coalition: An advance for independents and changing voting profiles in the first phase of the parliamentary elections

Today, the Egyptian Coalition for Human Rights and Development issued its analytical report on the initial indicators of the numerical census in the first phase of the 2025 House of Representatives elections, which revealed important shifts in voters’ trends, most notably the remarkable rise of independents and a worrying decline in women’s representation in individual seats.

The coalition confirmed, in its report issued this morning, that the initial results of the numerical census, despite not being officially announced and subject to grievances and the addition of Egyptian votes, Abroad, it provides significant evidence that allows us to understand the features of the electoral scene, and the changes that may result during the run-off round. The report pointed to the return of the voting tendency towards independent candidates at the expense of political party candidates, which the report described as “a trend that reflects a repositioning of popular confidence towards the individual candidate”, especially in light of the decline in the influence of the centrist and minority parties in a number of constituencies.

 

The decline in women is the largest since 2011.

 

The report recorded a sharp decline in the chances of female candidates, as no female candidate was able to reach the runoff round out of 89 female candidates, with the exception of Representative Sanaa Barghash in the Damanhour constituency.

The coalition observed a wide discrepancy in the performance of party candidates, with a number of electoral campaigns recording deficiencies in crowd management and communication with electoral bases. On the other hand, there was a further rise of independents in both urban and rural constituencies.

 

The Nour Party… A remarkable presence despite the limited nominations.

 

The report pointed to the emergence of the Nour Party on the scene despite nominating only eight candidates in the first stage, as indicators showed that three of them advanced and two others went to the runoff round, with expectations of an improvement in the party’s performance in the second stage, which it is running with four candidates.

An electoral landscape that is reshaping itself.

The report concluded that the initial indicators reflect a clear shift in Egyptian electoral behavior, and are redrawing the map. Competition between independents and parties, as well as its early impact on women’s representation opportunities.

The coalition stressed that the run-off round will be highly competitive, and that the announcement of the official results is what will decide the final picture of this transformation.
