Al-Badri said in the discussion request that comprehensive health insurance is based on separating the provision of the service from its financing and the mechanisms for controlling it. Therefore, three bodies are responsible for managing the comprehensive health insurance system: the General Authority for Health Care, which is responsible for providing health insurance services, and the Comprehensive Health Insurance Authority, which is responsible for managing, financing, and purchasing. Health Services, the General Authority for Health Accreditation and Control, which is responsible for setting quality and accreditation standards for health facilities and health oversight for the sustainability of quality within health facilities.
The representative confirmed that comprehensive health insurance is one of the most important national projects that was a dream haunted by all workers in the health sector and health policies, as the implementation of the project began several years ago and succeeded in achieving a regular and balanced system for providing health care in the governorates of the first phase, and with the beginning of 2024, implementation began. In the governorates of the second stage, which are characterized by greater population density.
The senator called on the government to clarify its policies regarding the challenges facing the comprehensive insurance system and the rate of its spread with the start of implementing the second phase in moderately populated governorates.
