Housing crisis: a parliamentary report highlights the situation "unsustainable" civil servants

“A cry of alarm.” Renaissance MP David Amiel judged “unsustainable” the situation of public agents in terms of housing, in a report submitted to the government on Wednesday April 17. In this text, the elected official from Paris recommends in particular reserving social and intermediate housing for civil servants. “There is a global housing crisis” in France, noted the elected official during an exchange with the press. “But to this general crisis is added a specific crisis: today, public sector agents are treated less well than private sector employees”due to the lack of an organization equivalent to Action Logement in the public sector, he estimated.

According to the MP, employees in the private sector benefit from an investment from their employer of between 122 and 162 euros per person in terms of housing. For comparison, in the state civil service, which employs 2.5 million agents, this housing assistance only amounts to 86 euros per person, he calculates.

To try to remedy this imbalance, David Amiel proposes “immediate measures”, such as the extension of the Visale guarantee to public employees over 30 years old under the same conditions as in the private sector. If the measure is confirmed, it would extend the benefit of this guarantee only to civil servants earning less than 1,500 euros net per month or who have just been transferred. The parliamentarian also recommends quickly drawing up a diagnosis, territory by territory, of the housing needs of public officials. Longer term, “the production of a new supply of housing for public employees who are no longer able to find housing is essential”writes the MP.
