Health oversight sets standards for registering scientific research ethics centers and committees in Egypt

The General Authority for Health Accreditation and Control organized the first meeting of the committee for preparing and developing standards for registering clinical scientific research centers and committees, in cooperation with the Supreme Council for Review of Clinical Medical Research Ethics and an elite group of experts, within the framework of the Egyptian state’s keenness to encourage clinical medical research in Egypt. And controlling and organizing the procedures related to it.

 

Dr. confirmed. Ahmed Taha, Chairman of the General Authority for Health Accreditation and Control, stressed the importance of joint cooperation to strengthen medical research ethics by setting the necessary national controls and standards for scientific research centers, ethics committees, and organizations that deal with them in a way that guarantees the quality and integrity of clinical medical research conducted in these centers and protects the rights and safety of participants. In clinical trials, the safety and effectiveness of treatments and medical devices that are tested in these centers, and following ethical practices for scientific research in integration with our health system and the needs of Egyptian society, and in implementation of the law regulating clinical medical research issued by President Abdel Fattah El-Sisi regarding clinical medical research conducted on humans. And his medical data is available to research agencies inside Egypt.

 

Dr. welcomed. Ahmed Taha, in cooperation with the Supreme Council for Review of Clinical Medical Research Ethics, whether in issuing standards and regulations or in conducting joint evaluation surveys with the Council to ensure their verification in research centers. His Excellency also appreciated the committee’s discussions that aim to address the various types of obstacles to clinical medical research in Egypt, including: By organizing its procedures while reducing the time taken to complete them and increasing their numbers in proportion to Egypt’s scientific and medical status.

 

For his part, Dr. stressed. Sherif Wadie, Chairman of the Supreme Council for Review of Clinical Medical Research Ethics, stressed the importance of cooperation with the General Authority for Health Accreditation and Control in setting standards and controls for research centers and committees in a way that enhances the regulatory and supervisory role over these centers and in accordance with the requirements for registering research centers contained in the Scientific Research Law, which include: Commitment to ethical practices of scientific research, obtaining regulatory approvals, availability of the necessary equipment and qualified workers, and following data quality procedures to ensure its accuracy, integrity and confidentiality, which reflects the quality of scientific research and preserves the rights of respondents. 

 

The first meeting of the committee was held under the chairmanship of Dr. Ahmed Taha, Chairman of the Health Accreditation and Oversight Authority, and Dr. Sherif Wadie, Chairman of the Supreme Council for Review of Clinical Medical Research Ethics and Assistant Minister of Health and Population for Emergency and Care, with the membership and presence of Dr. Maha Rabat, former Minister of Health, and Dr. Tamer Hafnawy, Secretary General of the Supreme Council for Review of Clinical Medical Research Ethics, Major General Dr. Hossam Othman, Member of the Supreme Council for Review of Clinical Medical Research Ethics, Dr. Azza Saleh Radwan, member of the Supreme Council for Review of Clinical Medical Research Ethics, and from the Ministry of Health: Dr. Iman Muhammad Ahmed Helmy, Dr. Hadeer Suwaidan, a member of the Technical Secretariat of the Scientific Research Ethics Committee at the Ministry of Health, and Dr. Hatem Mohamed Hassan, Dr. Heidi Eyman, responsible for registering research centers, research organizations, and ethics committees at the Ministry of Health.

 

Participating in the meeting, from the Authority’s side, was Dr. Aya Nassar, Vice President of the Authority, and Dr. Wael Al-Dirandali, Dr. Khaled Omran, Dr. Mihi Al-Tahyouhi, Dr. Iman Al-Shahat, Dr. Mr. Al-Oqdah, Dr. Walaa Abdel Latif, members of the Authority’s Board of Directors, and Dr. Walaa Abu Al-Ela, Director General of the Standards Research and Development Department, Dr. Reham Magdy, Member of the General Administration for Standards Research and Development, Doaa Al-Sharif, Director of the Office of the Chairman of the Authority, Dr. Muhammad Al-Tahawy, Director of the Follow-up Unit headed by the Authority.

 

These efforts come to activate the role of the Supreme Council for the Review of Clinical Medical Research Ethics, which has a legal personality, and the Prime Minister issued a decision to form it in March 2024, headed by Dr. Sherif Wadie, Advisor to the Minister of Health and Population for Emergency and Urgent Care, and the membership of an elite group of experts in clinical research in Egypt, and the membership of Dr. Ahmed Taha as Chairman of the General Authority for Health Accreditation and Control, due to his relevant experience.
