Unemployment insurance reform: "The government is populist from start to finish"denounces the president of the CFE-CGC

“The government is populist from start to finish on this subject”denounced Tuesday April 23 on franceinfo François Hommeril, general president of the CFE-CGC while the Prime Minister, Gabriel Attal, wishes to reform unemployment insurance and toughen the affiliation rules.

The government will set new compensation rules for job seekers from July 1, the Ministry of Labor announced on Monday. After the failure of negotiations between the social partners, Gabriel Attal now has a free hand. François Hommeril is not surprised by this scenario which is “sewn with white thread from the beginning”. According to him, “the communication operation began a month and a half ago now, with the Prime Minister’s interview on TF1, where he explains the three levers”, he analyzes. Gabriel Attal raised the possibility of acting on the duration of compensation, the time worked and the degression of the allowance.

We do not yet know what the government’s choices will be on July 1, but for François Hommeril the unemployed is very clearly the “scapegoat”. It is “a way of occupying the field and not talking about the economic record for several years, and in particular the record of the new Prime Minister for 100 days”he judged.

“The government holds the social partners in deep contempt. We can see it clearly, it is very sensitive. Ultimately, we are not listened to, we are little consulted”, estimated the president of the CFE-CGC. The Prime Minister plans to receive the social partners, “but it’s totally fake”according to François Hommeril, “It’s a smokescreen. Decisions are made and the mechanics take place”. Despite this, he will respond to the invitation, since“we don’t really like sitting on empty chairs”.

The executive will take “a decree of deficiency” by June 30 which will have “with the objective of contributing to the achievement of full employment and promoting the rapid return to employment of unemployed people receiving compensation”, wrote the Minister of Labor in a press release. The government “finally claims that by making the unemployed more precarious, we will create jobs. All of this makes no sense”alerted François Hommeril. “What the government wants is for the precariously unemployed to be forced to return to any job”he concluded.
