President Sisi and the Emir of Kuwait confirm their categorical rejection of liquidating the Palestinian issue

President Abdel Fattah El-Sisi and the Emir of the State of Kuwait, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, affirmed their rejection of Israel’s continuation of its military operations, including the possibility of its expansion to the Palestinian city of Rafah, and warned of the dire humanitarian consequences that would result from such a step. They also stressed the danger of the practices. This came in a joint statement today, Tuesday, on the occasion of the state visit of the Emir of the State of Kuwait to the Arab Republic of Egypt.

According to the joint statement, President Abdel Fattah El-Sisi and the Emir of the State of Kuwait, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, agreed on the necessity of reaching an immediate and sustainable ceasefire in the Gaza Strip, and the necessity of facilitating safe, adequate and sustainable access for humanitarian aid to the Palestinian people in the occupied territory. And implementing the relevant Security Council resolutions, the latest of which is Resolution No. 2720, including the establishment of an international mechanism inside the Gaza Strip to facilitate the entry of humanitarian aid into the Strip. The two states and the embodiment of the Palestinian state on the lines of June 4, 1967, with East Jerusalem as its capital, in accordance with the relevant international decisions. They expressed their categorical rejection and condemnation of all attempts to liquidate the Palestinian cause and of Israel’s violations of international law and international humanitarian law and all attempts to forcibly displace Palestinians from their land in Gaza and the West Bank, including That’s East Jerusalem.  In this context, they also stressed adherence to the right of return for Palestinian refugees and General Assembly Resolution No. 194, and stressed the importance of the vital role of the United Nations Relief and Works Agency for Refugees (UNRWA), rejecting the deliberate targeting of the agency, and the importance of supporting its budget. The statement stated that based on the deep-rooted and close historical relations between Egypt and Kuwait and their brotherly peoples, and in order to enhance the strategic partnership between them, and in response to the invitation sent by President Abdel Fattah El-Sisi to his brother, the Emir of the State of Kuwait, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, the Emir of Kuwait made a state visit to the Arab Republic of Egypt. This is His Highness’s first official visit to Egypt after assuming his position as Emir of the sisterly State of Kuwait. President Sisi and his brother, His Highness the Emir of the State of Kuwait, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, held a bilateral discussion session, followed by an expanded session that included members of the two delegations, which witnessed an in-depth discussion of the bilateral relations between Egypt and Kuwait and mutual praise and appreciation for the depth and strength of those close bilateral relations between them at various official and popular levels, and what they witnessed. In full solidarity across various pivotal and pivotal stations, in a way that clearly demonstrated their mutual commitment to ensuring and protecting each other’s security and interests, and their firm keenness to protect common Arab security as an indivisible whole.

The two sides also discussed various aspects of joint cooperation in Investment and commercial sectors, energy, infrastructure, health care, education, culture and tourism, where they praised the current progress in these sectors, and the steady growth witnessed in economic and trade relations between the two countries in particular, which reflects the common interests that bind them, and what the State of Kuwait represents as a pivotal partner for the Arab Republic of Egypt. In the investment and commercial sectors and various aspects of economic cooperation.

According to the joint statement, the Kuwaiti side praised the unprecedented development renaissance witnessed by Egypt at all levels, noting the ongoing Egyptian efforts to improve the investment climate, attract investments, and overcome obstacles facing investors, as expressed by President Sisi expressed his appreciation for the care received by the Egyptian community in Kuwait, and the two sides affirmed their intention to strengthen trade and investment relations during the coming period in a way that achieves their common interests, while assigning officials in the two countries to take the necessary steps to achieve this, and preparing to hold the thirteenth session of the Joint Higher Committee within the few months. Coming in a way that contributes to advancing efforts to enhance joint cooperation.

The two sides also valued the mutual support between the two countries in various international forums, which represents an important pillar for advancing common interests, the latest of which was the State of Kuwait’s support for the nomination of Dr. Khaled Al-Anani for the position of Director-General of UNESCO. As well as Egypt’s support for Kuwait’s candidacy for membership in the United Nations Human Rights Council for the period from 2024-2026. In the Middle East region, in order to achieve development and peaceful coexistence among its countries, in a manner consistent with the values ​​of tolerance, respect for the sovereignty of states over their territories, and non-interference in their internal affairs.

The two sides stressed the need to respect the sovereignty of the State of Libya and the unity and integrity of its lands, Rejecting all types of external interference in its affairs, and emphasizing the importance of supporting Libyan national efforts within the framework of the principle of exclusive Libyan ownership of the political settlement. They praised the efforts of the Libyan legislative authority in this regard and its approval of electoral laws in the context of fulfilling all necessary frameworks for holding presidential and parliamentary elections simultaneously as soon as possible. In line with the political agreement signed in the city of Skhirat in 2015, the Libyan Constitutional Declaration and its amendments, and the terms of reference for resolving the Libyan crisis, including the relevant Security Council resolutions. 

The two leaders also stressed the need for the departure of all foreign forces, foreign fighters, and mercenaries. from Libya within a specific period of time, dissolving the militias and reuniting the military and security institutions under a unified executive authority capable of ruling the rest of the Libyan territories and representing the masses of the Libyan people.

The two sides stressed the inevitability of reaching an immediate and sustainable ceasefire in Sudan, and rejected External interventions to support any of the parties militarily. They also stressed that any real political solution must be based on a purely Sudanese vision emanating from the Sudanese themselves without dictates or pressure from any external parties, and making decisions that contribute to resolving the crisis and are based on the unity and sovereignty of Sudan and preserving the The state’s national institutions and preventing them from collapsing, in consultation with the proposals of effective regional institutions and organizations. At the forefront of which is the Jeddah Platform, the mechanism of Sudan’s neighboring countries, the African Union and the League of Arab States, in order to preserve the interests and capabilities of the people of Sudan and the people of neighboring countries and the security and stability of the region as a whole. They also stressed the importance of providing support to Sudan’s neighboring countries as they are the most affected by the consequences of the crisis and have received large numbers of Sudanese since the beginning. The conflict, including Egypt, which alone received more than half a million Sudanese.

The Kuwaiti side affirmed its country’s full support for Egyptian water security as it is an integral part of Arab water security, as the Emir of Kuwait stressed his country’s complete rejection of any action or measure. It affects Egypt’s rights to the waters of the Nile, and solidarity with it in taking whatever measures it deems necessary to protect its security and water interests, expressing deep concern about the continuation of unilateral measures that would harm the water interests of Egypt and Sudan.

The two sides stressed the importance of Security and stability of navigation in the region’s waterways in accordance with the provisions of international law and international conventions, including the United Nations Convention on the Law of the Sea of ​​1982, in order to ensure the freedom and smoothness of navigation and provide security and stability therein.

The two sides also stressed the importance of completing the demarcation of the Kuwaiti maritime borders. Iraq beyond Maritime Mark 162 in accordance with the rules of international law, stressing the necessity of respecting the sovereignty of the State of Kuwait over its land and sea territory in accordance with what was stated in Security Council Resolution No. 833 of 1993.

The two sides also discussed the issue of Khor Abdullah, where they stressed the The necessity of adhering to the agreement regulating maritime navigation in Khor Abdullah signed between the two countries on April 29, 2012, which entered into force on December 5, 2013 after its ratification by both countries and was jointly deposited with the United Nations on December 18, 2013, as well as the security exchange protocol and the map attached to it. Between both of them in 2008, stressing the importance of ensuring the security and safety of navigation in the Khor Abdullah waterway and the necessity of securing it from any cross-border terrorist or criminal activities. 

The two sides also stressed that the Durrah field is located entirely in the marine areas. The ownership of the natural resources in the submerged area adjacent to the divided area in which the entire Dorra field is located is owned by the State of Kuwait and the Kingdom of Saudi Arabia only based on the agreements concluded between them and the rejection of any claims of the existence of rights of any other party in that area.
