TRUE OR FALSE. Purchasing power: are 40 million euros "lost" every year because of unused meal vouchers?

While restaurant vouchers are more and more often dematerialized, the Minister Delegate in charge of Business, Tourism and Consumption, Olivia Grégoire, assures that “40 million euros” are still “lost in purchasing power” every year, due to unused tickets. It’s quite true, 47 million euros are lost each year, but this money is redistributed to companies.
