Costco shoppers are voicing frustration after a series of new membership policies that critics say favor higher-paying customers are set to be fully enforced nationwide.

The warehouse giant is preparing to crack down on its controversial new ‘VIP hour,’ a perk that gives Executive Members exclusive access to stores before everyone else – leaving many regular members feeling pushed aside.

Beginning September 1, Costco employees will strictly enforce the policy after a two-month grace period, meaning shoppers with standard memberships could be turned away if they attempt to enter stores during the exclusive shopping window.

Under the rules, only Executive Members will be allowed to shop from 9am to 10am on weekdays and from 9:30am to 10am on Saturdays.

All other members must wait until 10am before they can enter.

The policy was first introduced in June as a new benefit for customers paying for Costco’s premium Executive Membership, which costs $130 per year.

Meanwhile, Gold Star and Business memberships cost $65 annually.

The company says the perk is intended to reward its most loyal customers with a quieter and less crowded shopping experience.

The frustration comes as Costco has increasingly focused on encouraging shoppers to upgrade to Executive Memberships, which generate a disproportionate share of the company’s revenue.

According to Business Insider, fewer than half of Costco members pay for the Executive tier, yet those customers account for roughly 73 percent of total sales.

While Costco insists the new policy is simply an added benefit for premium members, critics argue it effectively penalizes everyone else by restricting access during the first hour of business.

For many regular shoppers, the change means arriving at their local warehouse only to discover they must wait while higher-paying members get first pick of inventory.

Investors have rewarded that performance. Costco’s stock has surged over the past several years, making it one of the best-performing major retail companies in America and pushing its market value well above many traditional rivals.

The popularity of Executive Memberships has become a key part of that success. While fewer than half of members pay for the premium tier, those shoppers account for the vast majority of Costco’s sales, giving the company a strong incentive to offer additional perks aimed at encouraging upgrades.
