Local development: Implementing 3 training courses benefiting 101 trainees at Saqqara Center

In implementation of the directions of the state and political leadership to support and empower youth and build and qualify a second leadership class in localities, as they are the basic pillar in achieving the state’s plan and strategy to build the Egyptian human being in a scientific manner, develop local administration, eliminate red tape and bureaucracy, and provide better and faster service to citizens without obstacles.

 

Major General Hisham Amna, Minister of Local Development, confirmed that the next training week, which is the 33rd week of the training plan for localities, which is implemented by the Saqqara Training Center, will witness the organization of 3 training courses, which are: a course " “Urban planning, Egyptian identity and the spirit of contemporary”, “Feasibility studies and maintenance and operation plans” course, “Receiving works in accordance with the provisions of the Egyptian engineering code” course.

 

Major General Hisham Amna explained In its current plan, the Saqqara Training Center focuses on continuing the state’s efforts in promoting digital transformation, raising the efficiency of local workers, their skills, and their ability to automate and keep up with the latest technological applications and newly developed administrative and governmental procedures to facilitate citizens, reduce time, effort, and cost, and improve the level of services provided to them, indicating that The training courses, which will begin in its 33rd week and benefit 101 trainees from all governorates, depend on the application of modern methods in managing meetings and workshops through small work group discussions, and presenting, criticizing and developing ideas.

 

The Minister of Local Development stated that the Saqqara Center continues to implement policies to empower course trainees in their governorates by coordinating with governorate leaders, holding local workshops for them with members of the work system related to them in the training and capacity building system, and nominating the distinguished among them to assume leadership positions. in their portfolios, explaining that the content of all traditional training packages has been updated with new laws, legislation, government decisions, and tasks assigned to those targeted for training.

 

Major General Hisham Amna pointed out that the urban planning and identity course Egyptian and the Spirit of Contemporary, which is being implemented in cooperation with the Urban Coordination Authority, benefits 28 trainees from the Urban Coordination, Engineering and Urban Planning departments in the governorates. The training content of the course includes the concepts and levels of planning and urban development, the methodology for preparing general and detailed strategic plans, and the challenges and issues facing the preparation of strategic plans. Introducing the difference between antiquities and heritage, the laws regulating their work and the relevant departments, the visual identity project to market the Egyptian identity and cultural coordination initiatives, the role of the National Authority in preserving the heritage of “buildings and facilities with a distinguished architectural style”, and the limits and foundations of preserving areas of distinguished value, in addition to To define the role of governorates in promoting heritage tourism, the role of international organizations in preserving cultural and material heritage, how to revive the visual identity and urban character of Egypt’s regions, and the standard for preserving the character of neighborhoods in cities.

 

The Local Development Training Center in Saqqara also organizes, during the 33rd week of the training plan, a training course through the largest comprehensive training and rehabilitation programs implemented by the Ministry for all cadres and leaders of the local administration in the governorates, which was implemented by the Local Development Program in Upper Egypt at the level of all governorates in cooperation with the World Bank. And the Federation of Dutch Municipalities VNG, a course on “Feasibility Studies, Maintenance and Operation Plans,” indicating that the course comes within the framework of the Ministry’s efforts to develop the local planning system, develop local development work programs and systems, and mobilize local resources to support the economic development process in order to achieve the principle of improving the exploitation and employment of local resources. In a more efficient and effective manner, stressing the need to invest in the gains from the returns of structural and institutional reforms of systems and areas of work in developing local administration implemented by the Local Development Program in Upper Egypt.

 

Major General Hisham Amna pointed out Until the “Feasibility Studies, Maintenance and Operation Plans” course 45 trainees from planning managers in cities and centers in 17 governorates will benefit from it. The training program for the course includes an introduction to local development and investment plan investments in the local development sector, an introduction to the current situation and its negatives, the expected direct results, market analysis, initial cost estimation, and the project’s timetable, with an assessment of the environmental impacts and impacts. Social, financial analysis, the importance of occupational health and safety, in addition to introducing the timetable and interim goals, the financing structure, what are the economic and social returns, cost and benefit indicators, the framework for monitoring and evaluation, potential challenges and precautionary measures, and how to make a decision. The course also addresses a general model for studying… Initial feasibility of local development program projects, assigning governorates to prepare feasibility studies for projects included in the plan, introducing the concept of asset management and its purpose, the implications of the lack of an asset management system in local administration, and the relationship between the local planning process, asset management, maintenance and operation. The course concludes with a presentation of some project models. And presenting assignments from different governorate teams and making comments.

 

The Local Development Training Center in Saqqara is also holding a training course during the current week on the skills of receiving business items according to the Egyptian code, in cooperation with the Center. Housing and Construction Research, the Faculty of Engineering at Benha University, and the Planning and Strategic Management Sector in the Ministry, benefiting 28 trainees from managers and workers in the project departments, engineering management and urban planning. Major General Hisham Amna stressed the importance of such training courses for local workers in order to raise the skills and increase workers’ awareness of the importance of activating the engineering availability code. In the governorates, licenses for new buildings and certificates of conformity are not issued unless the requirements of the Egyptian engineering code are met for designing external spaces and buildings for the use of persons with disabilities and preparing existing facilities in a way that guarantees them easy use of public and private facilities and buildings.

 

The Minister of Local Development added that the training course will address how to differentiate between the nature of public and private buildings, the architectural requirements for the work of the Egyptian Code to protect facilities from fire, the foundations of preparing and equipping the site’s executive work, the work of electromechanical systems and technical installations, and the general foundations and standards for designing and receiving garages according to the different types of buildings. And considerations for the design and receipt of buildings in accordance with the Egyptian Code for the Disabled, types of roads and paving in accordance with the Egyptian Code, external and internal finishing works for public buildings, and the external finishing of buildings.

 

In the same context… the Major General pointed out Hisham Amna pointed out the continuation of the intensive training program implemented by the Ministry at the Local Development Center for training for the governorate general secretaries, assistant general secretaries and local administration leaders on how to manage the reconciliation system for building violations for the second week in a row, which began last week and is scheduled to continue for 3 consecutive weeks until this week. The first of next May, and about 4,700 workers concerned with the reconciliation file for building violations in all governorates will benefit from it, within the framework of the directives of His Excellency President Abdel Fattah El-Sisi, President of the Republic, and in implementation of the assignments of Prime Minister Dr. Mostafa Madbouly to facilitate the reconciliation file for citizens in all governorates. on building violations and legalizing their status in accordance with the new Law No. 187 of 2023.

 

The Minister of Local Development explained that the number of beneficiaries of the training program during the second training week was 2,034 trainees from the workers concerned with the reconciliation file. on building violations in all governorates, pointing out that the training program aims to govern the system of reconciliation on building violations and contribute to facilitating the citizens and preventing any manipulation or violations and facilitating the procedures in a way that contributes to implementing the state’s directives towards controlling the urban and construction system in the governorates and facilitating the procedures for citizens in a way that achieves The public good of the state.
