Counsel Dr. Hanafi Jabali, Speaker of the House of Representatives, participated in the work The Sixth Conference of the Arab Parliament and the Heads of Arab Councils and Parliaments, which was held at the headquarters of the League of Arab States in Cairo, and he delivered a speech on the topic of the general discussion of the conference “A parliamentary vision for achieving the safe employment of artificial intelligence.” The highlights of which were as follows: At the beginning of the speech, he renewed Counselor Dr. Hanafi Jabali, Speaker of the House of Representatives, is firmly determined with the Arab parliaments to support the steadfastness of the brotherly Palestinian people and lift the historical injustice inflicted on them by the continued brutal Israeli aggression, which amounts to genocide in a blatant challenge to international humanitarian values ​​and norms and a systematic attempt to liquidate the Palestinian issue, which is at a dangerous juncture that carries with it. Specific and serious threats with long-term impact and repercussions.

 

During the speech, Advisor Dr. Hanafi Jabali stressed that the tremendous development accompanying the use of technology, especially in the field of artificial intelligence, presents many promising opportunities and benefits. It represents a radical transformation in economic life, but at the same time it carries with it serious challenges and threats that must be taken into consideration, stressing the extreme and urgent necessity of governing the uses of artificial intelligence and developing safe and reliable methods for it that can be controlled so that they are in line with the human values ​​of societies. 

< p>In his speech, the Speaker of the House of Representatives reviewed the efforts of the Egyptian state in interacting with the givens of the digital age, especially the uses of artificial intelligence, as it established the National Council for Artificial Intelligence with the aim of preparing the legislative and legal environment and providing recommendations related to the technical, legal and economic frameworks for its uses, in addition to identifying applications that provide solutions. And smart, safe and sustainable services. Advisor Dr. Hanafi Jabali pointed out that the Egyptian state also launched the Egyptian Charter for Artificial Intelligence, which is responsible for formulating regulatory frameworks for the ethical and responsible use of smart technologies so that they are compatible with the ethical foundations and principles of respect for human rights and in accordance with the nature and ethics of Egyptian society, ensuring management and development. And disseminate artificial intelligence systems in the country and use them in a conscious and responsible manner. 

At the end of his speech, Advisor Dr. Hanafi Jabali called on Arab parliaments to formulate legislative and legal controls capable of regulating the use of artificial intelligence technologies, stressing the need for Arab countries to be in It is at the forefront of the global contribution in this field with its resources, energies and creativity, along with knowledge of illegal electronic activities and enhancing ways to confront them in line with the values ​​of Arab societies and issues of the rule of law.
