America brings space warfare into the open. Where does India stand?

The US, Russia and China are the prominent players in the developing space war architecture while India too has developed some offensive capabilities.
A disclosure years in the making
Meink’s statement was very carefully constructed. “The United States now has on-orbit space control weapons capable of defending the joint force against hostile adversary action,” he said. He gave no date for their deployment and declined to say whether they had been tested, what they target or whether they use kinetic force.
That vagueness appears deliberate. Meink said the Pentagon had spent considerable time deciding how to discuss the systems because disclosure itself could contribute to deterrence, while technical details could weaken it.
The statement also marks a change in Washington’s language. Until recently, senior American officials were more comfortable discussing satellites as vulnerable military infrastructure than openly describing space as a weapons domain. That taboo has steadily disappeared. General CQ Brown said in 2024 that calling space a warfighting domain had once been kind of forbidden but that adversary activity had changed the calculation.

In April this year, the commander of US Space Command, General Stephen Whiting, said Russia had moved from testing co-orbital anti-satellite systems to putting what the US assesses as operational systems into orbits from which they could reach American intelligence satellites. The Russian Nivelir satellites, he said, had been placed within orbital reach of high-value US spacecraft.
China presents a different problem. In 2024, five Chinese spacecraft conducted coordinated manoeuvres in low Earth orbit. Space Force Vice Chief General Michael Guetlein described the activity in 2025 as “dogfighting” in space. The description was disputed by some specialists because close approaches can serve other purposes such as inspection, servicing or surveillance. But the ability to approach another satellite, match its orbit and potentially interfere with it is also a foundation for co-orbital warfare.
Russia’s behaviour has been more overtly provocative. In 2020, the Russian satellite Kosmos 2543 released a projectile in orbit in what US Space Command called a non-destructive test of a space-based anti-satellite weapon. In 2021, Russia destroyed one of its own satellites with a ground-launched missile, creating a large debris field. In 2024, the US accused Russia of putting Kosmos 2576 into an orbit associated with an American reconnaissance satellite.
European governments have become more vocal too. Britain has accused Russian satellites of repeatedly approaching and interfering with British assets. Germany’s Defence Minister Boris Pistorius said in 2025 that Russian actions in space posed a threat that Europe could no longer ignore. British and German officials have also pointed to Russian electronic warfare and satellite surveillance.
The result is a domain in which the US no longer believes that simply protecting satellites is enough. It wants the ability to impose costs on an adversary that attacks them.

What could America’s weapons actually be?
The Pentagon has deliberately left this unresolved. Space Force doctrine defines space control broadly enough to include disrupting, degrading or destroying an adversary’s space systems. The weapons could therefore be electronic rather than explosive.
As per experts, one possibility could be orbital jammers while a jammer, laser dazzler or similar system could be built into hardware that otherwise resembles an ordinary satellite. A kinetic weapon is possible in principle, but Washington has repeatedly emphasized avoiding debris-generating attacks.
While the acknowledgement is aimed at deterrence, experts warn it could instead encourage China and Russia to publicly acknowledge their own systems, giving each side another reason to justify an expanding arsenal. That may explain why the Pentagon has disclosed the existence of the weapons without identifying them. The objective is less to demonstrate a particular capability than to establish that the US will not enter a future conflict with its satellites as undefended targets.
The timing also fits the Trump administration’s larger space programme. Meink said a US space-based interceptor programme had moved from contract award to “flight-ready hardware” in less than a year. Trump’s Golden Dome missile-defence project depends heavily on space-based sensors and could eventually include interceptors operating in orbit.
India crossed a crucial threshold in 2019
India’s most explicit counter-space declaration came on March 27, 2019, when Prime Minister Narendra Modi interrupted the country’s normal political news cycle with a special address to the nation. “India has today established itself as a global space power,” Modi said, announcing that an Indian interceptor had destroyed a live Indian satellite in low Earth orbit.
The target was hit roughly 300 kilometres above Earth, about three minutes after launch. India used a modified ballistic-missile-defence interceptor developed by DRDO. The government stressed that the technology was indigenous and described India as the fourth country, after the US, Russia and China, to demonstrate such a capability.
In the project called ‘Mission Shakti’, India demonstrated a ground-launched kinetic anti-satellite weapon. In comparison, the US has stated its space weapons are already stationed in orbit.
India has not publicly announced another such test since 2019. But that does not mean its military-space capabilities have stood still.
India’s space warfare architecture is expanding
The first major development has been the institutionalisation of military space. The Defence Space Agency, created to coordinate the armed forces’ space operations, conducted India’s first dedicated space-war exercise, Antariksha Abhyas, in November 2024. The exercise war-gamed threats to and from space-based assets and examined space situational awareness and the integration of space capabilities into military operations. India has also built a substantial military satellite infrastructure.
India has not acquired an American-style orbital weapons arsenal. The country has a demonstrated kinetic anti-satellite capability, military communications satellites, electronic intelligence, high-resolution reconnaissance, indigenous navigation and a growing space-surveillance network. It is also researching technologies such as satellite jamming, lasers and rendezvous operations. What remains publicly unestablished is whether India has deployed any offensive weapons in orbit.
DRDO’s own technology roadmap indicates an ongoing focus on space warfare capabilities. It lists work on technologies such as directed energy weapons and space-based high power laser. But this shows India is researching technologies associated with a much wider counter-space toolkit than the one publicly demonstrated in Mission Shakti. They do not, however, establish that every listed technology has been fully developed or deployed operationally.
