• Ministers must send a clear positive message through the next round of nationally determined contributions to be in line with the provisions of the “UAE Agreement” and include plans to reduce emissions at the level of entire economies. Countries must also present national adaptation plans that ensure the protection of nature and the development of food systems.

His Excellency added that, in line with the vision of the leadership in the UAE, the COP28 presidency is keen to strengthen international cooperation to achieve effective climate action that supports sustainable economic and social development in line with the provisions of the historic “UAE Agreement”.

This came in a speech by His Excellency during a high-level session within the “Petersburg Climate Dialogue,” which is held annually, attended by His Excellency Olaf Schulz, Chancellor of the Federal Republic of Germany, His Excellency Ilham Aliyev, President of Azerbaijan, and a number of ministers, in the German capital, Berlin.

His Excellency Dr. Sultan Al Jaber held a number of bilateral meetings on the sidelines of the Petersburg Dialogue with His Excellency Ilham Aliyev, President of Azerbaijan, His Excellency Annalina Baerbock, German Foreign Minister, and His Excellency Stephane Ségourney, French Minister of Europe and Foreign Affairs.

In his speech, His Excellency pointed out that the historic “UAE Agreement” has become the reference framework for global climate ambition and sustainable development since its approval in Dubai last year, because it achieved achievements across various sectors and pillars of climate action, including “mitigation,” “adaptation,” and “financing.” It also set a clear path to achieving an orderly, responsible, fair and logical transition in the energy sector, in line with scientific facts, and preserving the possibility of avoiding the rise in global temperature exceeding 1.5 degrees Celsius.

He praised the success of the parties in agreeing to include a commitment to time-bound goals to increase the global production capacity of renewable energy sources within the agreement for the first time in the Conferences of the Parties, achieving unprecedented achievements to protect nature and develop climate finance, and supporting the countries most vulnerable to the repercussions of climate change by activating and starting to finance a global fund. It concerns the climate and addressing these repercussions after 30 years of waiting for this step, as well as including sectors that had not previously received sufficient attention, such as food and health, on the agenda of the Conferences of the Parties for the first time, and proving the feasibility of multilateral action and its ability to achieve global goals even in times of crisis. Geopolitical tensions, and the possibility of solidarity taking precedence over polarization, sending a message of optimism and inclusion for everyone at this crucial time for climate action.

His Excellency reiterated that the Troika of the Presidencies of the Conference of the Parties is an unprecedented initiative for tripartite cooperation in accordance with the “Emirates Agreement” between the Presidencies of the Conferences of the Parties, COP28, which was held in the UAE, COP29, which will be held in Azerbaijan, and COP30, which will be held in Brazil. He sent a call from the Troika to all parties to raise Ambition ceiling for the next round of Nationally Determined Contributions, including plans to reduce emissions across entire economies, and provide adequately funded national adaptation plans to protect nature and develop food systems.

His Excellency called on all countries to enhance their ambitions and take effective measures to prepare national climate action plans in line with the “UAE Agreement”, in conjunction with placing green infrastructure development at the heart of their plans, and applying smart incentive policies to encourage industrial sectors to adhere to climate action goals, and attract sector investments. Private, stressing the need to hold a frank and transparent dialogue on ways to preserve the possibility of achieving the 1.5 degree Celsius goal in conjunction with ensuring energy security and promoting economic growth.

He said that the desired transition in the energy sector must contribute to improving livelihoods, providing appropriate opportunities for all, and reducing emissions and not slowing down growth rates and progress, indicating that it will take time and will be achieved at different speeds depending on the differences in places and circumstances, and it will also constitute a qualitative shift at the level of the entire system. It will provide the greatest opportunity for social and economic development since the first industrial era.

He pointed out that an orderly, responsible and just transition in the energy sector requires making large investments in conjunction with raising levels of climate financing in a tangible and effective way, stressing that the world cannot abandon the current energy system before building the future energy system.

His Excellency highlighted four main investment priorities in this field: infrastructure, technology, human resources, and the development of the countries of the Global South, explaining that the world needs to invest at least $6 trillion within 6 years to achieve the targeted production capacity of renewable energy for the year 2030. The amount is 11 terawatts, in addition to an investment of a similar level to modernize old electrical networks or create new networks in areas that lack coverage, especially developing countries.

His Excellency Dr. Sultan Al Jaber stressed the importance of benefiting from artificial intelligence to rationalize water consumption and achieve radical positive change in the field of energy efficiency and emissions reduction, by overcoming the challenges of supply stability facing renewable energy networks.

He called for enhancing the use of artificial intelligence applications in energy and water-intensive sectors to expand the scope of their benefit more quickly, which requires all countries to invest in their human resources and develop their skills to meet the needs of the new green economy.

His Excellency pointed out the need to enhance investment in countries of the Global South, noting that more than 120 developing countries receive only 15% of global investments in the field of renewable energy, which demonstrates the need for multilateral development banks to provide more financing to these countries on easy terms and at an appropriate cost. .

During the Petersburg Climate Dialogue, the Troika of the Presidencies of the Conference of the Parties hosted a meeting in the style of the UAE “Council” to discuss the desired transition in the energy sector under the title “The Roadmap for the Task of Preserving the Possibility of Achieving the 1.5°C Goal: Supporting the Achievement of the Outcomes of the ‘UAE Agreement’ on an Orderly, Responsible and Just Transition.” In the energy sector, it will be the first meeting in a series of “Ambition Action Councils” that will be hosted in preparation for COP29.

His Excellency Dr. Sultan Al Jaber delivered a speech during the Council alongside His Excellency Mukhtar Babayev, Minister of Environment and Natural Resources of Azerbaijan and President-designate of the COP29 Conference of the Parties, and His Excellency Marina Silva, Minister of Environment and Climate Change of Brazil, which is hosting COP30.

The Council witnessed a discussion during which it was emphasized that the Troika called on countries, through the United Nations system, to provide more ambitious national contributions at an early date, in line with the “UAE Agreement.”

His Excellency said that the structure of the Council and the spirit of cooperation that prevailed during COP28, and the meeting of the parties on an equal footing, contributed to overcoming differences and bringing viewpoints closer together.

He expressed the keenness of the conference presidency to apply the same structure and restore the spirit of cooperation to hold frank, transparent and practical discussions on the requirements for achieving an orderly, responsible, fair, logical and flexible transition in the energy sector.
