He added, “Countries striving to achieve universal health care usually find it easier to expand coverage to include new population groups or increase the level of services provided to their residents. However, improving financial protection is usually the most difficult implementation option to pursue, as nearly One third of national expenditures on health at the world level is through individual spending, but in the case of the Emirate of Dubai, individual spending decreased from 18% in 2015 to 10% in 2022, which in turn led to reducing the burden of individual spending and improving financial protection for the residents of the Emirate of Dubai, as this percentage is considered among Among the lowest rates compared to selected countries of the Organization for Economic Cooperation and Development and the Gulf Cooperation Council countries.”

For his part, David Morgan, Head of Health Accounts at the Organization for Economic Co-operation and Development, confirmed that the Emirate of Dubai was among the lowest in terms of individual spending on health as a percentage of total health spending, and this is very distinctive compared to the Gulf Cooperation Council countries and the countries of the Organization for Economic Cooperation and Development.

He stated that the Dubai Health Authority achieved an important achievement by issuing its latest report for the health accounts system “Hasad” ten years after the launch of its first report on health accounts in 2012, and that during this period the health care system in Dubai developed significantly in terms of financing and provision of services and the need became To track regulatory changes and monitor the performance of Dubai’s healthcare system is more important.
