The higher education and scientific research sector witnessed an unprecedented boom in light of the continuous interest, support and follow-up of President Abdel Fattah El-Sisi of the Republic during the past ten years, and this led to quantitative and qualitative development in this important sector.

 

 

Dr. Ayman Ashour pointed out that President Abdel Fattah El-Sisi paid great attention to higher education and scientific research, believing in their pivotal role in achieving sustainable development and building modern Egypt, stressing That the Ministry will continue to work; To achieve the goals of the Egyptian state in developing the higher education and scientific research sector, and to advance the educational and research system in Egypt to the highest levels.

The minister indicated that we now have 109 universities, including governmental, private, and technological, with framework and international agreements, instead of 49 universities. In 2014, they were distributed as follows: (28 public universities instead of 23 public universities, 32 private universities instead of 23 private universities, 20 private universities, 10 technological universities, 9 branches of foreign universities, 6 universities with international agreements, and 2 universities with framework agreements. And a university with special laws, and an academy supervised by the Ministry) in addition to institutes, and the universities are distributed in the seven geographical regions of the Arab Republic of Egypt, in addition to 11 research centers affiliated with the Ministry of Higher Education and Scientific Research.

 

The Minister pointed out the increasing interest on the part of the Egyptian state to improve the health care system and provide appropriate educational services to citizens. This contributed to increasing the number of university hospitals to 125 hospitals instead of 88 hospitals in 2014, an increase of 37 hospitals to become a strong addition to the health care system in Egypt. Hospitals are divided into two parts, where 73 hospitals provide multi-specialty medical services, and 52 hospitals provide specialized medical services, and these hospitals include 30% of the total health care beds in government facilities, and 50% of the total intensive care beds in the government sector. 

 

The total budget of the Ministry of Higher Education and Scientific Research for the fiscal year 2023/2024 amounted to about 99 billion and 638 million pounds, an increase of 75.1 billion pounds over the 2014 budget, which amounted to 24.5 billion pounds.

The ranking of Egyptian universities in international classifications has witnessed significant progress. There were 15 universities in the QS World Classification in the 2024 classification instead of 5 universities in the 2017 classification, and the number of universities in the QS classification for Arab countries increased to 36 universities in the classification. In 2024, instead of 15 universities in the 2016 classification, the British Times classification for 2024 witnessed a boom in the number of universities after it reached 38 universities instead of 3 universities in the 2016 classification, and the number of universities in the US News classification for 2023 reached 19 universities compared to 14 universities. In the 2019 classification, while the number of universities in the Shanghai classification for the year 2023 reached 7 universities compared to 5 universities in the 2016 classification, and the number of universities in the Leiden classification increased to 13 universities in the 2023 classification instead of 5 universities in the 2018 classification, and it was also included 69 Egyptian universities and research centers were included in the Semago World Classification of Research and Academic Institutions for the year 2024, instead of including 60 academic and academic institutions in the 2023 classification, and 79 Egyptian educational institutions were included in the January 2024 edition of the “Webometrics General” classification. An increase over previous years, and 50 Egyptian universities were included in the latest version of the Webometrics classification for reference citations.

Dr. Ayman Ashour explained that the national strategy for higher education and scientific research had been launched; With the aim of developing the educational and research system, creating an appropriate environment for investment, providing the necessary infrastructure, supporting efforts to diversify university education institutions, and linking scientific research to the needs and priorities of the state plan and the sustainable development goals (Egypt Vision 2030), indicating that 7 main principles of the strategy have been settled, These are “integration, interdisciplinarity, communication, effective participation, sustainability, international reference, innovation and entrepreneurship”, in addition to the signing of alliances between universities and industrial and productive institutions in the geographical regions of Egypt, and the formation of the Executive Council for Alliances, which consists of the regions of “Greater Cairo, Alexandria and the Delta”. And the Suez Canal, North Upper Egypt, Assiut and South Upper Egypt” with the aim of supporting scientific research for industry and the national economy, and confronting the challenges facing the various geographical regions at the level of the Republic, in implementation of the presidential initiative “Alliance and Development”, which enjoys the support and sponsorship of Mr. President Abdel Fattah El-Sisi, President of the Republic. The Ministry of Higher Education received one billion pounds from donors to activate this initiative.

The Minister stressed the importance of the role of universities in building the economy, serving society and developing the environment, such as their role in the national project to eradicate illiteracy, as well as establishing partnerships and creating ideas in line with the requirements of The labor market, and identifying priorities through which investment can be advanced with values ​​that consolidate sustainable development, explaining that the total number of those whose illiteracy has been eradicated has reached nearly one million Egyptian citizens, noting that the number of those whose illiteracy has been eradicated by Egyptian university students has doubled in cooperation with the Authority. Dr. Ayman Ashour explained that the Ministry has taken serious and rapid steps to build a system of training and qualification and linking to the labor market, including: establishing a group of professional development centers, and establishing digital platforms for managing professional services, And a specialized training program to raise the skills and competencies of students and graduates, to move to the labor market, and to train and prepare cadres and leaders in universities on global experiences to connect to the labor market, adding that vocational guidance services are scheduled to be provided to millions of students through the establishment of 46 centers in 34 universities throughout the Republic, and it is planned Establishing them by 2026 as part of the second phase of the project.

Dr. Ayman Ashour also touched on the procedures and efforts to develop cultural offices, explaining that they include working to link cultural offices and centers with the targeted plan for the marketing process to attract international students within the framework of implementing the " “Study in Egypt”, as well as the Egypt Initiative for Scholarships and Educational Tourism, redistributing offices and centers according to their intended role in the headquarters country, redistributing human resources to offices and centers according to their actual and targeted needs, and linking the selection of human resources in cultural offices to the strategic plan of the Ministry of Higher Education, Organizing training programs aimed at preparing cadres with the ability to master the targeted tasks, and setting standards to measure performance indicators and work rates.

The Ministry’s official spokesman pointed to the increase in the establishment of new private universities in Egypt, as (16) new private universities were established during the past years, namely (Al-Jalala and King Salman International Universities, with their three branches “Al-Tur, Ras Sidr, Sharm El-Sheikh, Al-Alamein International, New Mansoura, Assiut, Mansoura, Beni Suef, Alexandria, Helwan, Zagazig, Banha, New Ismailia, South Valley, Menoufia, Minya, East. Port Said National University), stressing that the new private universities provided an important stream of higher education in Egypt, and contributed to alleviating the increasing pressure on public universities, and absorbing the increase in demand for enrollment in university education in Egypt, noting that they are universities that do not aim to make profit.

 

The official spokesman added that in 2014 there were no branches of foreign universities, and in 2024 we have “5” Educational institutions hosting “9” Branches of prestigious foreign universities include the Canadian Universities Foundation in Egypt, which hosts the “branches of Prince Edward University and Ryerson University”, the International Knowledge Universities Foundation, which hosts the “branch of the British University of Coventry, the branch of the Portuguese University of Nova”, and the Global Foundation, which hosts the “branch of the University of British Hertfordshire, the European Universities Foundation in Egypt, which hosts a branch of both the Universities of London and Central Lancashire, the Modern Group Foundation, which hosts a branch of the Russian University of Kazan and a branch of the Russian University of Saint Petersburg.

 

Dr. Adel Abdel Ghaffar confirmed that the unlimited support provided by the political leadership to the file of higher education and scientific research, which was represented by doubling the budgets allocated to higher education and scientific research, led to an increase in public, private, private, and technological universities and branches of foreign universities in Egypt, in addition to the creation of specializations. New scientific knowledge in all aspects of university education, improving the performance of universities at the level of international classifications, and raising the levels of international publishing. The rising development of Egyptian universities will support Egypt’s soft power regionally and internationally, increase the number of foreign students wishing to complete their educational studies in Egypt, and activate the role of scientific research in serving issues.
