A13 motorway: have bad weather taken over the road?

A section of the A13 motorway, which links Paris to Normandy, is closed in both directions until Monday April 22 inclusive. A deep crack at the Saint-Cloud viaduct has been discovered and raises questions about the role of bad weather.
